Salaries and benefits jumped when the pandemic began. People also flocked in during the pandemic. If there weren't a large number of gold diggers, salaries would at least have jumped a few levels. Without the gold diggers rushing to grab jobs, no one would go to those companies and parks that were banned from work. Only when there are fewer people will the bosses increase salaries and benefits.
