I've been in Manila for over five years, and I was planning to return to my country tonight. Before leaving, I wanted to make sure everything was in order, so I asked my family to go to the local police station to get a criminal record certificate for me. They went last Saturday, but the police station said they couldn't process it on weekends, so it had to be done on a weekday. When they went on a weekday, first there was an issue with the internet, and they were told to wait for a notification. Then, it was either the system being too busy or undergoing an upgrade. Even today, when they tried again, they were told the system was still upgrading and to wait for further notice. It's like trying to withdraw money from a faulty ATM that indefinitely audits your transaction. So, I decisively canceled my ticket. It looks like I'm stuck in the Philippines for now, and I'll go back whenever it gets sorted out.
