Starting from January 1, 2025, Uzbekistan will allow online gambling, lotteries, and betting activities according to the new licensing rules approved by the Cabinet. The decision was passed on December 6 and published on December 12, following a decree issued by the President in April allowing these activities. Organizers of online games, lotteries, and betting activities must obtain a license issued by the National Agency for Project Management (NAPP). The license is valid for five years, and the new license fee is 18.75 million Som (approximately $1,500). Any changes to the license will incur a fee of 9.375 million Som ($730).

Operational and financial requirements: Organizers must use domain names within the Uzbek national internet segment to provide services. Additionally, online gaming software and random number generation technology must be certified by authorized agencies and designated testing laboratories. The government has set minimum financial requirements for organizers: Online gambling and betting: minimum authorized capital of 56.25 billion Som ($44 million), reserve fund of 28.125 billion Som ($22 million). Lotteries: minimum authorized capital of 20.625 billion Som ($16 million), reserve fund of 15 billion Som ($12 million).

For lottery revenues, at least 50% of traditional lottery revenues and 75% of electronic lottery revenues must be allocated to prizes. Player participation rules: Participation in gambling and lottery activities is only legal on licensed platforms and through electronic identity verification and transactions. The government will establish a unified betting and player national registry to manage player records, transaction limits, and restrictions.

Implementation by 2025: By January 1, 2025, NAPP must complete all regulatory documents and establish mechanisms for licensing, monitoring, and managing gambling operations. The Ministry of Internal Affairs, the Central Bank, and the Tax Committee will work together to prevent illegal gambling and ensure compliance with the new regulations.
