To crack down on telecommunications network fraud, the Ruijin City Public Security Bureau launched a "flow cut-off" operation targeting personnel illegally smuggling abroad to engage in fraud activities. Through precise investigation and concentrated arrests, the "April 27" case was successfully solved, dismantling a telecom fraud hub in Northern Myanmar and arresting 291 suspects.
Precise Investigation and Deep Digging of Clues
In April 2024, Ruijin Public Security adopted the strategy of "fighting abroad from home" and conducted precise analysis on Yang and others who had returned from Northern Myanmar. It was discovered that in March 2020, Yang and Zhong, among others, smuggled into Mong La, Myanmar, and engaged in telecommunications network fraud. The hub, disguised as a "technology park," provided venues and armed protection for the fraud activities and was managed in a closed and unified manner.
Unified Action and Concentrated Arrests
Due to the complexity of the case and the large number of people involved, it was listed as a supervised case by the Ministry of Public Security in August 2024. In October of this year, Ruijin Public Security formed several arrest teams and traveled to more than 20 provinces including Hunan, Guizhou, Fujian, and Sichuan. After more than a year, they successfully arrested 291 suspects, including 40 from Northern Myanmar involved in fraud.
Targeting and Future Actions
Next, Ruijin Public Security will focus on digging out the "financial backers" and the organizing "snakeheads" behind the scenes, comprehensively promoting the deep development of the "flow cut-off" operation, and cutting off the channels for recruiting personnel by overseas fraud gangs within the jurisdiction.
The success of this "flow cut-off" operation not only dealt a heavy blow to the telecom network fraud gangs in Northern Myanmar but also laid a solid foundation for thoroughly purifying the social security environment and protecting the safety of people's property.
