Huang Zhiyang, a Chinese national, is the alleged owner of an illegal offshore gambling center in the Philippines and is involved in human trafficking and money laundering activities. He has been exposed for abusing international investment programs, such as the Cyprus Golden Passport scheme.
According to a joint investigation by the Organized Crime and Corruption Reporting Project (OCCRP), the Cyprus Investigative Reporting Network (CIReN), and the Philippine media outlet Rappler, Huang Zhiyang obtained Cypriot citizenship in 2019 by investing 2 million euros in a local real estate company. This citizenship enabled him to establish businesses in Tarlac Province, Philippines, including a real estate company. The program was later abolished because it allowed criminals to obtain citizenship, revealing the vulnerabilities of such schemes.
Huang Zhiyang is currently wanted in the Philippines and China for operating an extensive offshore gambling business. Philippine authorities have frozen his local assets, including five bank accounts and a mansion linked to illegal activities. Efforts to recover his investment in Cyprus are being considered but face legal obstacles.
