I have been in Cambodia for three years and never thought it would turn out like this. Now in Phnom Penh, foreigners going out are like lambs to the slaughter. Don't even mention going to KTV; even if you live in an apartment, as soon as you step out, the police target you.
They don't care whether you've committed a crime or not, they don't even need a reason, they arrest anyone they see and ask for money right away. The least they ask for is $4,000, and some directly demand $20,000. Just yesterday, I simply took a taxi to have breakfast, and the police jumped into the car and took me away without even asking for my passport, immediately demanding $10,000. I also have friends who were just going downstairs to buy some food and were stopped and taken away. In just a few hours at the police station, I saw dozens of people, most of them Chinese and Vietnamese.
Phnom Penh is simply unbearable now! The police's extortion tactics are becoming more and more rampant; they force you to transfer money to casino accounts and even charge a $160 handling fee. Moreover, now almost all taxi apps are in cahoots with the police and the narcotics bureau, specifically targeting foreigners.
The Cambodian police on the streets of Phnom Penh now wear gold chains and diamond rings more ostentatiously than anyone else, all the money extorted from foreigners. If you are still in Phnom Penh, you must keep a low profile! If possible, do not go out, especially do not casually take taxis!
