The Philippine National Police (PNP) Anti-Kidnapping Group (AKG) reported on Tuesday that since January 2024, a total of 40 kidnapping cases have been recorded, with 10 victims being Chinese citizens, and all confirmed kidnappers are of Chinese nationality. Preliminary investigations by the police suggest that most cases involve online gambling and related illegal activities.
Online Gambling and Fraud as Major Causes of Kidnapping
The Philippine police pointed out that in recent years, underground gambling and telecommunications fraud have been rampant, becoming one of the main inducements for frequent kidnapping cases. These cases often involve gambling debt disputes, fraud profit distribution, and even victims being forced into illegal work, eventually evolving into kidnapping cases.
Investigation into the Latest Missing Case
Currently, the police are investigating a missing case of a Chinese citizen, who was last seen on February 20 in Taguig City. The police have obtained multiple clues and are actively tracking them to clarify the truth as soon as possible.
Police Strengthen Surveillance to Combat Gambling, Human Trafficking, and Fraud Crimes
In response to the increasing number of kidnapping cases, the Philippine police have strengthened surveillance and are cracking down on crimes involving illegal gambling, human trafficking, and financial fraud. **Philippine Police Director Rommel Francisco Marbil** stated in a declaration:
"The police will not tolerate any criminal activities, and we are committed to destroying the criminal networks that threaten public safety."
He further emphasized that the police are closely tracking related clues and called on the public to treat online information rationally, to rely on official announcements, and to avoid misinformation affecting social order.
Philippine Police Enhance International Cooperation to Prevent Expansion of Overseas Criminal Groups
With the continuous expansion of the online gambling industry, the Philippine police also face greater security challenges. The authorities stated that they will strengthen cooperation with international law enforcement agencies to combat cross-border crime and prevent the Philippines from becoming a haven for criminal groups.

The Philippines reports 40 kidnapping cases per year, many of which are related to online gambling, with the kidnappers all being Chinese nationals.
