East Timor has started to take action, hoping to fully take over POGO.

The Oecusse Autonomous Region of Timor-Leste has announced a $550 million "Digital Center" project, claiming to establish the country's first online gambling management and call center, providing telecommunications and service upgrades. Initially, President José Ramos-Horta had reservations about opening casinos, but driven by economic realities, local governments have started to take action.

Chinese construction companies are assisting in the infrastructure development of the related parks, preparing to accommodate a large number of gambling employees. The Philippines has a famous "POGO Island" park model—a self-contained office and living complex. A similar model is expected to be replicated in Timor-Leste: large parks accommodating thousands of employees for work and living. Enterprises in Timor-Leste have begun constructing a call center with 150 seats, 120 of which serve online gambling, seen as the beginning of the BPO industry.

All this shows that Timor-Leste is strategically undertaking gambling outsourcing and hopes to cluster development in the form of "legalization + parks."
