In the past, in some parks in Dubai, telecom fraud activities were rampant, with as many as 50,000 Chinese people involved. These people clocked in and out of work daily, and the office environment was no different from ordinary office buildings, making it look like they were just regular white-collar workers.
Due to the large number of people, the surrounding Chinese restaurants, takeaways, and convenience stores all thrived, creating an "economic illusion."
More ironically, when someone went to repair computers in the park, they saw slogans on the walls stating "Chinese do not cheat Chinese," filled with dark humor.
However, the situation took a drastic turn later on. China and the UAE launched joint law enforcement, and the UAE police deployed hundreds of officers to arrest people. The scope of the operation was so extensive that even Chinese passers-by were taken away for checks. The entire park was quickly emptied, and the telecom fraud industry chain was essentially uprooted.

Since last October, the UAE has implemented a new measure, which is that each entry allows a stay of about 100 days, after which one must leave the country and can only re-enter after 100 days. This has cut off the path for telecommunication fraudsters. I think it's very good.
Last year, more than 20 Chinese people went to Zambia to engage in telecommunications fraud, and as a result, they were all arrested by the Zambian police, with some being sentenced to at least 7 years in prison.
