Cyber fraud syndicates based in Southeast Asia are rapidly spreading globally, including to South America, Africa, and even Eastern Europe, forming a globalized "pig butchering chain" industry with a scale reaching tens of billions of dollars.
Fraud factories evolve into a "global industry"
These criminal networks originated in Southeast Asia, including Cambodia, Myanmar, Laos, and other places.
Fraud parks often have tens of thousands of employees, most of whom are victims of human trafficking, forced to engage in telecommunications fraud.
The United Nations states that this type of fraud "spreads like cancer cells." When governments crack down in one area, they move to the next vulnerable region.

In continuously unstable regions of Myanmar like Shan State and Kachin State, fraud parks are still expanding.

South America: Fraud groups collaborate with drug cartels for money laundering and underground financial operations;
African countries: Establish roots in governance-weak, high-corruption areas like Zambia, Angola, and Namibia;
Eastern Europe: Establish bases in places like Georgia;
Citizens from countries like Brazil, Nigeria, Sri Lanka, and Uzbekistan have been lured into the parks to participate in scams and later rescued.

UNODC calls on governments worldwide to join forces, intensify efforts to trace funds, freeze illegal assets, and combat human trafficking chains, or the consequences will be difficult to estimate.
