Yesterday, I saw a topic about the local lottery in the Philippines written by "Fifteen Years of Gambling Industry Observation". I would like to share my observations as well.
Nowadays, the local lottery in the Philippines mostly consists of Mega Lotto, which is quite popular. If you handle the betting slips yourself, you definitely need to operate under the table. What if someone wins tens of millions? Wouldn't that cause a huge uproar? Another issue is that if it involves proxy purchasing, there are no KPIs. Currently, offline agents use hardware devices, and you need to find a way to hack them. Even after hacking, it's not enough; if a single device generates a huge amount of traffic, it will definitely be monitored, and eventually, it leads to severe consequences. There's only one way out, which is to attract people to play your own developed lottery games through games like Mega Lotto, such as the upcoming Manila PK10 and the like.
Philippine local lottery, I also have a few humble opinions.

Let's get to the point.

I acknowledge what you said, but I believe these issues can be resolved. In the face of interests, there will always be people who stand up to help you solve problems.
Plan thoroughly before taking action.

I haven't studied it; I'm here to learn.
Eat alone on the black platform without fear.
Ignoring a bit, the corruption in the Philippines might be the solution. Collaborating with the people from that equipment company on the API isn't something that can be done in minutes. Letting them distribute the revenue evenly themselves will avoid suspicion.
The issue mentioned by the original poster indeed exists; without a sales-end API, it essentially requires manual legwork offline.
Just treat these low-frequency lotteries as a way to attract traffic, and guide them to your own betting platform.
Is it API, not KPI??
Yes, there was a typo, API.
