This ruling originated from the demands of three villages in Baguio City - Trancoville, Military Cut-Off, and Outlook Drive. Supreme Court spokesperson Camille Ting stated that the high court affirmed the local autonomy of village units under the 1987 Constitution, as long as the activities are legal and for community welfare, they can be organized independently without additional approval from national or local governments.
Ting added that the decision also follows the "Republic Act No. 9487" (the PAGCOR Charter), which explicitly states that gaming activities hosted by local governments are not subject to the rules of the national gambling regulatory body, such as PAGCOR.
However, the Supreme Court has not yet published the full text of the decision, and further details are still to be clarified.
This ruling indeed sends a signal that the grassroots have more autonomy to raise funds for practical purposes.
