On May 16, 2025, the police in Badan Province arrested 10 Chinese citizens suspected of operating a small-scale scam center in a residential area. According to reports, agents from the National Bureau of Investigation (NBI) raided at least three residences suspected of being used for online scams, seizing computers, electronic devices, and satellite internet systems that are believed to be used to bypass local network regulations and evade law enforcement surveillance.
During the operation, the police confiscated the suspects' mobile phones on the spot and found several hidden mobile phones in cabinets and closets. Noel Bocaling, Assistant Director of the NBI Intelligence Division, revealed that these suspects were formerly members of a large offshore gaming operator (POGO) group in the Philippines. Since the government dismantled the main online gambling center in Polac City, Bongabon Province, related to Alice Guo, some former members fled and formed small independent gangs to continue their scam activities.
It is reported that the house rented by the scam gang is owned by the children of a former NBI agent, and the police initiated the investigation through this clue. Additionally, a Chinese informant opposed to illegal online activities also assisted in gathering intelligence.
Currently, these 10 Chinese suspects have been detained on charges of violating the Anti-Financial Account Fraud Law, and the case is still under further investigation. The police are also investigating whether there are other similar scam centers in the area.
