According to the latest privacy policy of Telegram, sections 3.3.1 and 8.3 clearly state:
Once a valid judicial order is received, and it is confirmed that the user is suspected of violating the criminal offenses in the terms of service, Telegram will disclose the user's IP address, phone number, and related user data.
This means that Telegram no longer promises to provide comprehensive privacy protection for Cloud Chats users. All messages, pictures, files, and other data stored in the cloud can be submitted to law enforcement agencies under specific legal conditions.
Please note:
Cloud Chats: The default chat mode, where data is stored on Telegram servers, and Telegram can access and decrypt.
Secret Chats: Uses end-to-end encryption, Telegram cannot read or submit any content, still maintaining complete privacy.
It is recommended that highly sensitive users, organizations, and projects switch to "Secret Chats" mode and use Cloud Chats cautiously.
Telegram officially updates its privacy policy, cloud chat user privacy protection is no longer guaranteed.
