On July 3, the Sao Paulo city government approved five companies to conduct research on the implementation of the lottery in Sao Paulo. In April this year, the city government issued Public Tender No. 002 of 2024, inviting different companies to submit reports on scene monitoring and feasibility studies, covering operations, economics and finance, legal supervision, etc., aiming to promote city lottery and gambling activities development.
In launching the tender, the city government emphasized the growth potential of the lottery market and its supporting role in supporting the financing of the city's public policies . After a question and proposal submission phase, the following five companies received approval to conduct the necessary studies:

These companies will have 60 days to complete the research report. The companies will evaluate several lottery models:

● Instant lottery: Instant lottery draws through independent drawable items, and the distribution of prizes is determined in advance by a combination of numbers or symbols.

● Sports prediction lottery: Lottery type, bettors predict the results of sports events.

● Fixed odds betting: a betting system related to real sports events or online gaming events, as defined in Law No. 14790 .
By the end of June, Mayor Ricardo Nunes submitted a proposal to implement a city lottery project to the City Council, in the first vote Approval. According to Nunes, gross revenue from the sale of municipal lottery products through physical or virtual means is primarily used to pay prizes, collect income taxes on prizes, and finance and maintain expenses.
Lottery proceeds will be distributed to the municipal social development fund (50%) to reduce the social security deficit and pay judicial judgments.
