The Philippine Amusement and Gaming Corporation (PAGCOR), the country’s gaming regulatory and operating agency, issued 40 licenses to offshore gaming operators renamed as POGO license holders.
According to philstar.com, PAGCOR has granted nine provisional licenses to these operators. This renaming marks a change from the previously used term “Philippine Offshore Gaming Operators” (POGOs).
Implementation of the revised regulations
This move follows the implementation of the newly effective Online Gambling License Regulations. Under the new framework, all POGOs will need to reapply for a license to ensure compliance with the updated standards. The revisions seek to address ongoing controversies and regulatory challenges associated with the previous POGO framework, particularly regarding the recruitment of foreign workers.

The rebranding was officially announced by PAGCOR Chairman and CEO Alejandro Tengco. The new term “Online Gaming License Holder” reflects PAGCOR’s efforts to modernize and simplify the regulation of offshore gaming operations.

Despite the controversy, offshore gaming operations remain an important part of the Philippine gaming industry. In 2023, these operators generated revenue of Php 3.15 billion (approximately €50 million), accounting for 4.31% of PAGCOR’s total gaming revenue of Php 79.37 billion (approximately €1.26 billion). According to PAGCOR, the industry achieved a record total gaming revenue of 285.27 billion Philippine pesos (approximately 4.5 billion euros) in 2023, exceeding pre-pandemic levels.
