UAE GCGRA’s new head of investigations appointed by former US lieutenant

The General Commercial Gambling Regulatory Authority (GCGRA) of the United Arab Emirates has appointed Edward Aylward as Head of Investigations, in a strategic move aimed at strengthening its capabilities. This decision is consistent with the Bureau’s mission to strengthen regulation of the rapidly growing gaming industry.

Aylward’s gaming regulatory background

Edward Aylward was a lieutenant in the gaming department of the Missouri State Highway Patrol and has extensive experience in gaming supervision. Aylward served as head of the unit responsible for investigations, leading a team of more than seventy officers responsible for enforcing criminal laws and ensuring regulation of seven casinos.

Aylward's expertise spans all aspects of gaming industry operations, including background checks, enforcement, investigative writing, administration and property control. His comprehensive understanding of the intricacies of the gaming industry makes him an important part of GCGRA’s efforts to establish a robust regulatory framework.

Led by CEO Kevin Mullally and Chairman Jim Murren, GCGRA is committed to establishing a strong regulatory framework for the gaming industry in the United Arab Emirates. The selection of Aylward as head of investigations demonstrates the agency's commitment to integrity and compliance with industry standards.

The UAE’s changing attitude towards gaming

While the UAE has yet to officially refer to gaming facilities as casinos, there has been a clear shift in the country's attitude towards the gaming industry. Recent developments, such as plans now to build a Wynn facility on Al Marjan Island, show that the UAE is ready to capitalize on the opportunities presented by the gaming industry.

The gaming industry is poised to undergo transformational developments as regulators such as the GCGRA actively shape the future of gaming in the region. Although casino resorts have yet to be approved, the UAE's growing acceptance of gaming has attracted the attention of major players such as MGM Resorts.

Dubai's 'Islands' mega project

Dubai's 'The Island' mega-project is gaining momentum, with China State Construction Engineering Corporation securing a major construction contract in the city's biggest deal since 2017. The project covers an area of ​​3.5 million square meters and features Las Vegas' iconic hotels - MGM Grand, Bellagio and Aria, marking Dubai's Commitment to architectural innovation. It has not yet been confirmed whether the project may include a casino facility, subject to wider regulatory changes in the UAE.
