The Philippine Amusement and Gaming Corporation (PAGCOR) has issued a total of 40 licenses to offshore gaming operators, now known as Internet Gaming License Holders (IGL).
The regulatory update comes in the wake of ongoing controversy surrounding POGOs, particularly regarding the hiring practices of foreign workers.
As PAGCOR instituted stricter regulations, all previous POGOs were forced to reapply for licenses under the new Internet Gaming Licensing Regulations, which came into effect in July.
As of mid-May, PAGCOR has issued 39 regular IGL licenses and 9 temporary licenses. Although IGL brought in 3.15 billion pesos ($54.39 million) in 2023, it only accounted for 4.31% of PAGCOR's total gaming revenue that year.
Despite earlier setbacks, PAGCOR and several lawmakers have remained positive about the POGO industry, noting that it generates revenue and jobs for the country's economy.
However, the increased regulation and rebranding under IGL clearly signals a shift towards tighter regulation and oversight by the company.
