Dutch regulators take action against operators for withdrawal delays

The Dutch Gaming Authority (Ksa) has taken action against 13 licensed operators for delaying player withdrawals.

Ksa's investigation revealed that multiple online gambling operators implemented unauthorized conditions, thereby slowing down the withdrawal process of player funds. According to regulations, players have the right to withdraw their winnings or deposits immediately upon request. Operators are prohibited from imposing structural barriers, such as minimum withdrawal amounts or betting requirements, which delay or hinder withdrawals.

Legal Framework

Although Ksa issued directives in March 2024 clarifying these obligations and prohibiting certain practices, including imposing minimum withdrawal thresholds and betting conditions, there are still reports of violations. This has led Ksa to further monitor the practices of several operators.

Actions Taken

Following the investigation, Ksa has formally ordered nine operators to cease imposing these prohibited conditions. Additionally, four other operators suspected of similar violations but whose practices have not yet been confirmed illegal, have received warnings. All 13 operators have been instructed to provide written assurances, committing to comply with regulations going forward.

Global Concern

According to the UK Gambling Commission, delays in fund withdrawals are a significant issue faced by gamblers. The Commission criticizes operators for setting unnecessary barriers in the withdrawal process, often requiring additional documents at the time of withdrawal rather than at deposit. The Commission states that operators "should not indefinitely accept deposits and then use their anti-money laundering procedures to obstruct withdrawal requests."
