About the IGL downgrading issue, I handled the company's IGL license hanging in the building property in February this year. I resigned in July, and with the help of the company administration, I started the downgrading process at the beginning of August. The downgrading was completed on August 13th, and I received my passport along with the downgrading approval and a 59-day tourist visa. On the 14th, I checked my passport status and was not on the blacklist. Currently, I cannot renew the tourist visa anymore, and I can leave the country within the current 59-day tourist visa period, and later I can normally apply for a tourist visa to come back to the Philippines. I have booked a ticket to return at the end of this month.

Regarding returning to the country after IGL downgrading, an ECC needs a return ticket to be processed.

My summary is that the current IGL 9G downgrading will not result in a blacklist, and you can come to the Philippines normally in the future. However, after downgrading, the 59-day tourist visa given cannot be renewed. To process the ECC for returning to the country, a copy of the return ticket itinerary is needed, but if you want to continue staying, you can stay after downgrading and see the subsequent policies.

There is also a policy for returning next year, you can get an IGL and downgrade in December, and if you complete the downgrading before December 31st, you will not be blacklisted, managing the 59-day tourist visa period, and returning in early February should be no problem. I am currently preparing this with company friends, but this is only the current policy, I don't know if the immigration policy will change again, as the immigration bureau has changed policies several times since July 22nd due to some policies from the Department of Justice.
