Philippine Senate President Francis "Chiz" Escudero stated that the Senate's legal department is building an "ironclad" case against POGO Mayor Guo Huaping for her continued disregard of the Senate's arrest order, and the Senate will definitely initiate perjury charges against her.
According to Escudero, the Office of the Senate Sergeant-at-Arms (OSAA) will be responsible for filing the lawsuit, and he added that he has discussed this matter with Zhang Qiaowei.
Zhang Qiaowei also stated publicly that even if Guo Huaping successfully evades the authorities, he will ensure that those who assisted her escape will be held accountable. Zhang Qiaowei said: "This is a slap in the face for the Bureau of Immigration, the Civil Aviation Authority of the Philippines (CAAP), and the relevant airport managers. You cannot go unnoticed at the airport, nor can you leave our airports without documentation. You must go through immigration checks and pass countless surveillance cameras. Everything that happens inside the airport before boarding should leave traces."
He indicated that Guo Huaping's escape should not prevent the government from prosecuting her. He said: "This is a temporary setback for the nation. The case should continue. She now faces multiple charges. Her range of activities will be narrowed, and the long arm of the law will eventually catch up with her."
Zhang Qiaowei pointed out that Guo's false statements during her oath violated Article 183 of the Revised Penal Code. Additionally, Guo's refusal to attend the Senate hearings also violated Article 150 of the Revised Penal Code, which penalizes non-compliance with congressional summons.
Meanwhile, senators welcomed President Marcos's promise to disclose the government officials who allowed Guo Huaping to leave the country.
