On August 25 local time, the Presidential Anti-Organized Crime Commission (PAOCC) of the Philippines stated that Guo Huaping (Mayor of POGO) might have received assistance from public officials during his escape from the Philippines.

PAOCC spokesperson Winston Casio revealed at a news forum that Guo was able to leave the country even after an Immigration Lookout Bulletin Order (ILBO) was issued, suggesting that private or public officials might have been involved in this action. President Marcos Jr. has instructed a thorough investigation into this incident to determine if there was any assistance from public officials.

Casio noted that Guo might have received help while heading to Batam Island in Indonesia. He mentioned that Singaporean businessman Zhang Jie and Chinese citizen Wu Rui Ren might have played a role in this process. Casio also stated that Guo had traveled to Malaysia, Singapore, and Indonesia after leaving the Philippines.

In terms of timing, Guo disappeared during the critical period from July 14 to July 17, eventually leaving the Philippines on July 18, arriving in Kuala Lumpur, and then taking a speedboat to Batam Island on August 18.
