To meet the high demand for iGaming operation license requests in Brazil, the Undersecretary of Authorization will receive support from servers from other units of the Secretary of Prizes and Bets (SPA). The decision was made through an SPA ordinance signed by Regis Dudena and the collaboration will last until December 31, 2024.
The Secretary of Prizes and Bets (SPA) of the Ministry of Finance issued Ordinance SPA/MF 1.309, which provides for the temporary collaboration of other SPA units with the Undersecretary of Authorization.
The document, signed by Secretary Regis Dudena, states that the following units of the Secretary of Prizes and Bets will now act in collaboration with the Undersecretary of Authorization:
I - Office of the Secretary of Prizes and Bets;
II - Undersecretary of Monitoring and Supervision; and
III - Undersecretary of Sanctioning Action.
The collaboration mentioned in the Ordinance is already in effect and will last until December 31, 2024, the final deadline for the Secretary to approve all authorization requests for the operation of sports betting and online games submitted by August 20.
The servers from the various SPA units will have the following activities:
I - analysis of authorization requests for commercial exploitation of the fixed quota betting lottery modality by economic agents; and
II - preparation of technical opinions that will support the decision-making regarding the authorization requests.
Although servers from other subsecretariats and the SPA office contribute to the work developed during this period, the preparation of the final opinion regarding the approval of the license requests submitted to the agency.
In total, 108 companies submitted 113 authorization requests to operate sports betting and online games in Brazil through the Betting Management System (Sigap) by August 20.
The regulated operation of sports betting and online games in Brazil begins on January 1, 2025, and the SPA has committed to analyzing all requests by the end of November so that all applicants have their requests reviewed by the Secretary of Prizes and Bets.
From January 1, 2025, no company will be able to operate without a federal license and will be prohibited from advertising, sponsorships, and financial transactions related to sports betting and online games.
Given the tight deadline, the team from the Undersecretary of Authorization would not be able to analyze all requests in time, as the number of requests was well below the 113 presented in Sigap.
