Those interested in participating in the auction of the state lottery of São Paulo must present international certification as a guarantee of integrity and security of the operation. The auction will be held on September 13 and includes traditional and online modalities, such as scratch cards, except for sports betting. The information is from the Secretary of Partnerships in Investments. The project foresees a collection of R$ 3.4 billion to the public coffers over the next 15 years.
Games will be prohibited for minors under 18 years old and the concessionaire must carry out awareness actions against addiction.
“Companies that have experience in lottery games can participate in the notice. In fact, we already have some international players interested in coming to Brazil and others that already operate here. Therefore, we will require all possible certifications to ensure the selection of an operator that is a reference”, explains the Secretary of Partnerships in Investments, Rafael Benini.
The notice, launched on June 12 of this year by the São Paulo government, foresees five models of lottery services, offered in physical spaces and online mode.
According to the secretary, the concession does not include sports betting. “The services will be exclusive to a single operator and can be offered online, like electronic scratch cards”, states Benini.
The company will be required to install at least 31 exclusive sales points distributed through the administrative regions of São Paulo. The objective is to serve as a concept store for the granted services and reach all regions of the state. The locations must follow rules such as a minimum distance of 300 meters from daycare centers or basic and elementary education units.
The state lottery project should bring in R$ 3.4 billion to the public coffers over the next 15 years. The venture foresees that the values will be invested in the health area.
Regulation
The Regulatory Agency for Public Services of the State of São Paulo (Arsesp) will be responsible for monitoring the concession and regulating the granted services. For the president of the Agency, Thiago Mesquita Nunes, the autarchy is prepared to take on this new responsibility of monitoring and regulating the lottery services in the state.
“We face this challenge with the firm purpose of ensuring that the granted services are executed with excellence, in compliance with legal guidelines and promoting integrity and security in all operations, with special focus on the requirement of adopting international parameters to combat addiction to games”, declares Nunes.
According to him, the agency's regulatory work will ensure benefits for the population. “An effective regulation grounded in Arsesp's expertise will be essential to ensure that the lottery concession brings real benefits to society, generating resources that will be reinvested in the health area and for the development of our State”, reinforces the head of the autarchy.
State lottery
The state model of lottery was released by the Supreme Federal Court (STF) in 2020, which understood that the Union could not monopolize the service. In São Paulo, the system was approved in 2022 by the Legislative Assembly with the aim of bringing new sources of financing for public equipment in health and education, for example.
The Notice includes the modalities of specific prognosis, sports, numeric, instant lottery, and passive lottery. The commercialization will be in physical and virtual (online) channels.
The international competition will begin with the delivery of envelopes, in September at B3, the São Paulo Stock Exchange. The public session will occur on September 13 at 2 PM, at the same location.
