The Bill 2060/24 establishes the Humanitarian Lottery, consisting of special contests managed by the Federal Savings Bank to raise and allocate resources to municipalities in a state of public calamity after natural disasters. It was introduced by congressman Valdir Cobalchini along with five other parliamentarians.
The text under review in the Chamber of Deputies states that the total collection of each special contest will be divided as follows:
- 30% for the gross prize;
- 68% for distribution, proportionally to the affected population, among the municipalities in a state of public calamity after natural disasters; and
- 2% for the remuneration of lottery agents.
These special contests will be subject to the severity requirements of the public calamity established by the National Secretariat of Civil Protection and Defense. The Executive Power will define the regulations of the future law.
The resources will be transferred by the Federal Savings Bank to the municipalities and must be applied exclusively to the emergency care of the affected population. Within 120 days after receiving the money, the municipality will provide an account of the funds.
“This measure will allow a quick response to the communities and people affected, in addition to facilitating the process of recovery and reconstruction”, explains congressman Cobalchini (MDB-SC), who introduced the project along with five other parliamentarians.
The project is being processed on a conclusive basis and will be analyzed by the committees on National Integration and Regional Development; Finance and Taxation; and Constitution and Justice. To become law, it must also be approved by the Senate.
