
The Commission for the Defense of the Rights of Persons with Disabilities of the Chamber of Deputies approved Bill 1372/19, which creates the National Support Fund for the Associations of Parents and Friends of the Exceptional (Apaes). According to the text, the resources will come from transfers from Caixa equivalent to 0.5% of the prizes drawn by Mega-Sena, the best-selling among all federal lotteries, with 41% participation.
The rapporteur, deputy Weliton Prado (Solidariedade-MG), made adjustments to the wording. “With the proposal, there will be support for welfare actions, care, and treatment for those assisted with disabilities,” said the rapporteur.
According to the approved text, the resources for the Apaes fund will come from transfers from Caixa equivalent to 0.5% of the prizes drawn by Mega-Sena, the best-selling among all federal lotteries, with 41% participation.
The proposal was presented by former deputy Vinicius Farah (RJ) at the request of the Apaes, due to the risks to the financial health of the institutions. Today, in addition to donations, the Apaes receive public resources from education (Fundeb and FNDE).
According to Caixa, the lotteries collected R$ 23.4 billion in 2023, of which R$ 9.2 billion went to areas such as social security (43%), security (26%), and sports (18%). Apae received R$ 1.1 million after a thematic contest of the Federal Lottery.
Next steps
The project is being processed on a conclusive basis and will still be analyzed by the Finance and Taxation and Constitution and Justice committees. To become law, the proposal also needs to be approved by the Senate.
