
Government leader in the Senate, Jaques Wagner (PT-BA) personally acted for the postponement of the bill that regulates the exploitation of gambling and casinos in the country at the Constitution and Justice Committee, this Wednesday (15). Wagner argued to the president of the CCJ, Davi Alcolumbre (União-AP), in a confidential manner, that it would not make sense to vote on the matter at a time when Rio Grande do Sul is facing the effects of a climatic tragedy.
To journalists, the government leader also said he still does not have a position from the Planalto Palace on the project. As shown by Valor, government leaders from parties such as PSD and MDB support the advancement of the initiative. Despite the postponement this Wednesday, the Senate leadership considers that the project will be reviewed before the parliamentary recess in July, under the claim that it will be necessary to find a new source to increase public revenues.
Formally, the request to remove the agenda in the CCJ came from Senator Marcos Rogério (PL-RO), in alignment with the evangelical bench, which is against the proposal. Rogério pointed out the absence of the proposal's rapporteur, Senator Irajá (PSD-TO), to justify the request. It was agreed that the project will return to the agenda on June 5.
In his report, Senator Irajá estimates that the gambling market in Brazil moved at least R$ 15 billion in 2023, a value that, according to him, could exceed R$ 30 billion per year.
The text establishes that the new tax on this type of activity, which involves the animal game and bingo, would have a rate of up to 17% on the gross revenue earned from the exploitation of games. There is also a provision for a tax of 20% on the net prize, of a value equal to or greater than R$ 10,000, as Income Tax, to be withheld by the gaming and betting operator company.
