As expected, the Senate Constitution and Justice Committee removed from the agenda the PL 2.234/2022, which legalizes casinos, bingos, animal game betting, and turf betting in Brazil. By maneuver, the vice-president of the CCJ, Marcos Rogério (PL-RO), stated it was not appropriate to vote on the project due to the absence of the rapporteur, Irajá (PSD-TO). The chairman of the committee, Davi Alcolumbre (União-AP), agreed and the matter will be voted on June 5.
The maneuvers of the opponents of legal gambling took over the Senate Constitution and Justice Committee again this Wednesday morning (15), when the voting on PL 2.234/2022, which legalizes casinos, bingos, animal game betting, and turf betting, was removed from the agenda. The senator and vice-president of the CCJ, Marcos Rogério (PL-RO), opposed to the matter, requested its removal from the agenda.
The parliamentarian made it clear that he is against the matter, but his request for removal was not on merit but on procedure, since the rapporteur of the PL, senator Irajá (PSD-TO), was not present. With the initial discussion not leading to the removal from the agenda, Marcos Rogério threatened to request a collective review of the matter so that it would not be voted on.
Davi Alcolumbre (União-AP), president of the CCJ, ended up admitting the removal from the agenda for voting next week. Continuing the process of shielding to maintain the postponement of the matter, Eduardo Girão (Novo-CE) proposed that it be held on June 5.
Even during the discussion of whether to remove from the agenda or not, senator Espiridião Amin (PP-SC), also opposed to legal gambling in Brazil, made his position clear and stated that he will use all regimental means to postpone the discussion.
The president of the CCJ accepted the request to remove the PL from the agenda and set the 22nd as the date to resume the matter. However, he admitted that he will grant a collective review at the next meeting knowing that it will be a regimental maneuver by the opponents of the legalization of gambling in Brazil.
As the following meeting, on the 29th, will be held semi-presentially, Alcolumbre will not put the matter to vote, setting the final date for this on June 5. The president of the CCJ reminded that the Bill reached the Committee on May 10 last year and that it can no longer be indefinitely postponed sine die.
