
Proposed by Senator Irajá, rapporteur of Bill 2.234/2022 in the Committee on Constitution and Justice, a public hearing will take place this Thursday, the 9th, to discuss the legalization of casinos, bingos, animal game lotteries, and horse racing. Scheduled for 10 AM, the debate will include, among other speakers, Alex Pariente, VP of casinos and hotels at Hard Rock, and representatives from the tourism, events, and hospitality sectors.
The Committee on Constitution and Justice postponed the vote on the bill that legalizes casinos, bingos, animal game lotteries, and horse racing due to pressure from the opposing bench. Senator Irajá (PSD-TO) thought it wise, based on a leaders' agreement, to call a public hearing to explore the topic.
He has already anticipated his favorable vote for the Bill and highlighted that “Bill 2.234 has the potential to transform tourism in Brazil, with the possibility of investments of R$ 45 billion and the creation of almost 200,000 direct jobs. Tax collection should reach R$ 18 billion, boosting the economy”.
Bill 2.234/2022 authorizes the installation of casinos in tourist hubs or in integrated leisure complexes, such as high-standard hotels with at least 100 rooms, restaurants, bars, and venues for meetings and cultural events.
The text provides for the installation of a casino in each state and in the Federal District. Exceptions only for the states of São Paulo (three casinos), Minas Gerais, Rio de Janeiro, Amazonas, and Pará (up to two each).
In addition to some opponents to the approval of the matter, the public hearing will feature Alex Pariente, VP of casino and hotel operations at Hard Rock International, Doreni Caramoni, president of the Association of Event Promoters, Guilherme Luís Dias, specialist in supervision and regulation, Thiago Borges, VP of the Brazilian Association of Resorts, and Manoel Cardoso Linhares, president of the Brazilian Association of the Hotel Industry. All are deep connoisseurs of the subject and supporters of the legalization of the activity in Brazil.
