
On this Tuesday, December 5, Resolution 295/2023 was published, recommending the removal of the instant lottery – Lotex and the fixed-odds betting from the National Privatization Program. Additionally, the document proposes the revocation of the qualification of fixed-odds betting in the Investment Partnership Program. This measure was taken due to the future operation of Lotex by Caixa and the regulation of bets in Congress.
The Council of the Investment Partnership Program of the Presidency of the Republic published in this Tuesday's (5) edition of the Official Gazette of the Union, Resolution 295/2023, which recommends, for the approval of the President of the Republic, the exclusion of the exclusive public service of instant lottery – Lotex and the public service of lottery called fixed-odds betting from the National Privatization Program.
The Resolution also proposes the revocation of the qualification of sports betting in the Investment Partnership Program of the Presidency of the Republic.
The decision to exclude Lotex from the Privatization Program is due to the possible resumption of operations by Caixa Econômica Federal of the scratch card, as already announced by the state bank three months ago.
At the end of August, the government re-launched Lotex through a decree, which initially would be operated by Caixa, until a tender granted the modality to the private sector. According to the proposal, the scratch card would have both physical and digital versions, and the government indicated in its studies at the time that it could collect about R$ 5 billion with the instant lottery.
As for the exclusion of sports betting from the Privatization and Investment Partnership Programs, it is due to the imminent approval by the National Congress of the regulation of the activity through PL 3626/2023, which defines unlimited grants to the private sector in the operation of fixed-odds betting.
