Senate should debate tomorrow Irajá's report on the bill that legalizes casinos, bingo, and "jogo do bicho"

After nearly two years of inactivity, Bill 2234/2022 is set to be discussed in the Senate's Constitution and Justice Committee this Wednesday. Senator Irajá has been appointed as the rapporteur for the matter in the committee, and four amendments have been presented. Three of them concern rules for financial transactions of players and the fourth requests the exclusion of casinos and the "jogo do bicho" from the Bill.

Bill 2234/2022 legalizes all forms of gambling in Brazil, such as resort casinos, tourist casinos, bingos, "jogo do bicho", and online gambling. It was approved in February 2022 by the Chamber of Deputies and, sent to the Senate, received a new number and has been shelved since then.

Last Friday, the president of the Constitution and Justice Committee, Senator Davi Alcolumbre (União-AP) appointed his colleague Irajá (PSD-TO) to report on the matter. The goal is for the Bill to resume its course in the House and help the government achieve fiscal balance.

Yesterday, the 27th, Bill 2234/2022 was included in the agenda of matters to be deliberated at the CCJ meeting happening this Wednesday, however, it is not yet known if Senator Irajá will present his report or just the four amendments so far presented to the Committee.

Three of them deal with aspects related to payment methods, including mandating that the Central Bank supervise financial transactions to prevent transactions related to companies not authorized by the future law, as well as to not grant credits of any kind, including the use of credit cards for gambling.

Another, in order to safeguard the citizen's right to health and safety, physical and psychological, proposes that clauses I and V of article 8 of Bill 2234/2022 be removed. The article deals with permitted games and the rapporteur wants to exclude clauses I (casino games) and V ("jogo do bicho"). With this, the project itself would be disfigured, since a large part of it deals with the legalization of casinos in Brazil.

The CCJ meeting is scheduled for this Wednesday, the 29th, starting at 10 AM. It will be the last item on the agenda published on the Senate's website.
