
The Senate Constitution and Justice Committee appointed Senator Irajá (PSD-TO) as the rapporteur for Bill 2234/2023, which legalizes gambling in Brazil. Approved in the Chamber of Deputies almost two years ago, Bill 442/1991 was renumbered upon arrival at the Senate and has been shelved by President Rodrigo Pacheco since February 2022, and is now back in motion.
Bill 2234/2023 legalizes all forms of gambling in Brazil, such as casinos in resorts, tourist casinos, bingo, animal game betting, and online gambling. It was approved in February 2022 in the Chamber of Deputies and, sent to the Senate, received a new number and has been shelved since then.
On Friday, the president of the Constitution and Justice Committee, Senator Davi Alcolumbre (União-AP) appointed his colleague Irajá (PSD-TO) to report on the matter. The goal is for the bill to resume its course in the House and help the government achieve fiscal balance.
The now rapporteur of the bill in the Senate is the author of Bill 4495/2020 that legalizes only casinos in integrated resorts. The proposal, when presented, was criticized for favoring only large enterprises and was pointed out as having been created to benefit the major casinos in Las Vegas.
With the approval of Bill 3626/2023, which regulates sports betting in Brazil, and with discussions about including online games in the measure, Senator Davi Alcolumbre thought it wise to resume the progress of the project that legalizes all other games, after backstage conversations with the Senate President, Rodrigo Pacheco (PSD-MG).
