Senate CPI holds hearings on financial transactions and suspicious operations

The Senate's CPI on Game Manipulation and Sports Betting will hear this Tuesday (3) from the Secretary of Prizes and Betting, Regis Dudena. He is expected to provide information on payment transactions aimed at fixed quota betting. Next, Rodrigo Alves, president of the Brazilian Association of Sports Betting (Abaesp), will be heard. He will explain the role of bets in combating and preventing the manipulation of results.

Representatives from the Ministry of Finance and the Brazilian Association of Sports Betting (Abaesp) will be heard this Tuesday (3) by the members of the Parliamentary Commission of Inquiry into Game Manipulation and Sports Betting (CPIMJAE). The meeting is scheduled for 2:30 PM and will address financial transactions and mechanisms to curb suspicious operations.

From the Ministry of Finance, the guest is the Secretary of Prizes and Betting, Regis Dudena. He is expected to provide information on payment transactions aimed at fixed quota betting. According to Senator Carlos Portinho (PL-RJ), author of the request for the hearing, Law 14.790 of 2023 establishes several rules for these transactions, and it is necessary to know if they are being complied with.

Financial and payment institutions that allow transactions related to betting must follow rules and keep certain data to enable the public authorities to track suspicious and criminal movements, such as money laundering. Therefore, it is essential for this CPI to know details about the mechanisms used by betting operators for their payment transactions,” said the senator in the request.

Second part

In the second part of the meeting, the hearing will be from Rodrigo Alves, president of the Brazilian Association of Sports Betting (Abaesp). He will explain the actions of sports betting companies in combating and preventing the manipulation of sports results. The request for the hearing is also from Senator Carlos Portinho.  He hopes to clarify the policies and internal guidelines that govern the operations of sports betting companies in the country. 

According to the parliamentarian, the testimony will help understand the mechanisms of cooperation between the companies and sports and judicial authorities. It will also clarify how information is shared to identify suspicious betting patterns. This, according to the senator from Rio de Janeiro, will allow the discussion on the perspectives of the sports betting market in Brazil and the regulatory challenges.

According to the request, the sports betting market moves billions of values in Brazil. In his justification, Portinho cites reports from the Central Bank according to which Brazilians spent about R$ 54 billion on online games and betting in 2023; and a report from the brokerage firm XP, released at the beginning of 2024, which estimates between R$ 100 and 120 billion per year the movement of this market.
