Robinson Barreirinhas, the Special Secretary of the Federal Revenue of Brazil, will be heard by the CPI of Manipulation of Games and Sports Betting (CPIMJAE) on Wednesday (4), at the end of the scheduled deliberative meeting at 2:30 PM. He will explain to the members of the committee the tax obligations of fixed-odds betting companies and the incidence of taxes on the prizes obtained in this modality.
The invitation to Barreirinhas responds to a request from Senator Carlos Portinho (PL-RJ). In his justification, the parliamentarian cites a report from Folha de S. Paulo dated May 20 that highlights the high remittances abroad through sports betting and pointed out the "insecurity" around the topic.
“It is imperative to initially know if these sports betting platforms that operate openly in the national market, including sponsoring numerous clubs from Series A and B of the Brazilian Football Championship, advertising on various open TV media, are acting in a lawful or unlawful manner in the country, moving billions of reais, sending these resources to other countries, not collecting the due taxes,” stated Portinho.
Requests
The CPI will also vote on three requests for invitations for testimonies. One, presented by Carlos Portinho, is directed to the president of the Superior Court of Sports Justice of Football (STJD), Luís Otávio Veríssimo Teixeira, and to the attorney general of the STJD, Paulo Emílio Dantas Nazaré, to clarify the measures planned to address the manipulation of bets.
Also from Portinho is the request for a hearing from the former football referee Alfredo Loebeling about allegations of flaws and technological limitations of the VAR system acquired by the Brazilian Football Confederation (CBF). And Senator Romário (PL-RJ), the rapporteur of the CPI, requests the presence of André Pereira Cardoso Gelfi, president of the Brazilian Institute for Responsible Gaming (IBJR), about the institute's position on the regulation of sports betting.
In another request to be voted on, Portinho requests from the STJD certificates of all processes on game manipulation that are ongoing in sports courts, with the identification of the respective clubs and athletes. The senator believes that the information could clarify the CPI about the suspicion that, in the absence of centralized information, people investigated in the sports court of one state may migrate to another state.
