On September 3, Philippine Senator Zhang Qiaowei vowed to scrutinize the proposed intelligence funds for law enforcement agencies in 2025, pointing out that the agencies had "failed" to detect the "escape" of Guo Huaping, the dismissed mayor of Banban, Tarlac Province (POGO Mayor).
News of Guo Huaping fleeing the country was reported more than a month after she allegedly left in early July. Last week, the Immigration Bureau stated that the former mayor is currently hiding in Indonesia.
Zhang Qiaowei described Guo Huaping's escape as a "clear case of intelligence failure."
"Law enforcement agencies may be using intelligence for investigations. Once we review the 2025 budget, I will definitely ask these agencies how their intelligence funds are used and how they establish an efficient intelligence network," Zhang Qiaowei said in a statement.
At last week's Senate panel hearing, Zhang Qiaowei questioned the Philippine National Police (PNP), the National Bureau of Investigation (NBI), and the Bureau of Immigration (BI) why they had not found Guo Wengui, despite having over 1 billion pesos in intelligence and confidential funds.
Guo Huaping's last public appearance was on May 22, which was the last time she attended a Senate investigation hearing on illegal POGOs.
Zhang Qiaowei also criticized the "snail-paced" proceedings against Guo Huaping and her associates, stating that this was partly why they fled.
"This is a learning process, and our agencies must speed up evidence collection so that cases can be filed immediately," he said.
Guo Huaping is accused of supporting the operation of illegal POGO centers in her city and is suspected to be a Chinese citizen. However, Guo Huaping has repeatedly denied these allegations.
