Philippine Senator Risa Hontiveros once again called on law enforcement agencies on September 2 to expedite the implementation of a total ban on Philippine Offshore Gaming Operators (POGO), as some operators allegedly continue to operate "underground".
Hontiveros stated: "Despite the President issuing the ban in his third State of the Nation Address since taking office in July, the underground activities of Philippine Offshore Gaming Operators continue, hence I urge our law enforcement to fully implement this total ban."
On August 31, the President's Anti-Organized Crime Commission (PAOCC) raided an illegal offshore gaming company in Lablab City, Cebu Province, and rescued 168 foreigners.
"Our hearings have fully confirmed that these Philippine offshore gaming companies are operated by organized crime groups in collusion with some public officials... This is why we are determined to hold those officials who condone them accountable," emphasized Hontiveros.
Hontiveros also hopes for strengthened coordination between law enforcement, regulatory agencies, and local government units.
The Senate minority deputy leader said: "This modus operandi should no longer be allowed, including the rebranding of Philippine offshore gaming companies. It is reported that Philippine offshore gaming companies will become call centers, or hide in special economic zones, or use other tricks to conceal their identities."
Hontiveros also reiterated the necessity of enforcing Republic Act No. 12010, the Anti-Financial Account Fraud Act (AFASA), especially following the recent raid on an illegal Philippine offshore gaming company in Cebu.
"The Anti-Financial Account Fraud Act also includes a provision that allows the use of seized assets to protect victims. It is time we activate this law," Hontiveros stated while emphasizing the necessity of advocating for victims' rights.
She noted that under the said law, using forced labor on human trafficking victims can be considered an act of economic sabotage.
President Marcos announced in his third State of the Nation Address in July since taking office that he would ban the Philippine offshore gaming industry from continuing operations and demanded a complete cessation by the end of the year.
