Chairman of the House Human Rights Committee, Manila Representative Bienvenido Abante, stated that the investigation by the Quad Committee has reinforced the belief that the reward system of the Philippine National Police (PNP) is funded by the operations of Philippine Offshore Gaming Operators (POGO) and other gambling activities.
Abante said: "These offshore gaming and gambling activities are inherently evil, but what is disturbing is that the funds from these illegal enterprises are used to finance reward measures for law enforcement to eliminate targets—even if this leads to arbitrary and widespread human rights violations."
At last week's hearing, Police Lieutenant Colonel Jovie Espenido told the Quad Media that the Duterte administration and the then Philippine National Police led by Senator Ronald Dela Rosa allegedly set quotas for the police, to "eliminate" 50 to 200 targets in the drug war.
Espenido stated that the police receive a reward of 20,000 pesos for every drug crime suspect killed.
He mentioned that the bonuses come from POGO and other gambling activities.
Criminals Leopoldo Tan Jr. and Andy Magdadaro testified that in 2016 they were ordered to kill three Chinese drug lords inside the Davao prison and labor farm, receiving a payment of one million pesos each.
The Quad Committee will continue its investigation into the illegal POGO operations, illegal drug trade, and extrajudicial killings on Wednesday, September 4.
