The Brazilian federal government has appointed Giovanni Rocco as the new Minister of National Sports Betting and Sports Economic Development. His appointment has been officially announced in the "Federal Gazette".
In his new role, Rocco's main focus is to ensure that sports betting is seen as a form of entertainment, not a source of income. "It is crucial that betting is viewed as entertainment, just like football or other sports. We must differentiate and control this practice, fulfilling our supervisory and regulatory duties," Rocco said.
Giovanni Rocco, an experienced lawyer with degrees in law and a postgraduate degree in political science, will lead the new secretariat, responsible for overseeing and ensuring that sports betting is conducted fairly and safely. Additionally, he will be responsible for promoting the development of the national sports market, ensuring that all forms of sports have the necessary resources and infrastructure.
Rocco has held significant positions in legislative and executive branches, including serving as the president of the Association for Integrity, Rights, and Duties Protection in Gaming and Betting. During his tenure, he played a key role in drafting Brazilian sports betting regulatory laws. His background also includes leadership roles at Abitily Government Relations and the Greater ABC Intermunicipal Consortium, as well as experience working in the Chamber of Deputies and the City Hall of São Bernardo do Campo.
Sports Minister André Fufuca emphasized the importance of Rocco's appointment for the success of the new secretariat. Fufuca stated, "Giovanni possesses all the qualifications needed for this position. The institutions established within our department will oversee and manage this new sports activity in a completely transparent manner, as the public expects."
Rocco's appointment has also been praised by the National Association of Gambling and Lotteries (ANJL). The association commended the government's commitment to maintaining a responsible and integrity-driven betting market. "We believe that Rocco's arrival will strengthen the ongoing efforts of operators and the government to ensure a safe and regulated betting environment," said ANJL President Plínio Lemos Jorge.
The newly established secretariat will work closely with the Ministry of Finance and the Attorney General's Office to ensure the integrity of the country's sports betting. The Ministry of Finance will be responsible for areas such as lotteries and raffles, while the National Sports Betting Secretariat will oversee betting, ensuring that sports events and outcomes remain fair and unpredictable.
