Rowena Acudili, legal advisor to the National Intelligence Coordinating Agency (NICA) of the Philippines, stated during the Senate Judiciary Subcommittee's investigation into Guo Huaping's escape from the jurisdiction of the Philippines that NICA considers Guo Huaping's case a national security issue.
Acudili said: "Considering that Guo Huaping is involved in and has been accused of multiple criminal charges, and has participated in other illegal activities, plus her Filipino citizenship is in question, NICA believes this is a national security issue."
NICA also stated that it is monitoring more individuals who may belong to "sleeper organizations." Ferlu Silvio, the director of NICA, mentioned that specific surveillance targets and details will only be disclosed in executive sessions, but it is certain that NICA and the government's standing security committee are discussing challenges such as foreign interference and will further provide relevant intelligence, and in the future, there will be increased efforts in investigating and exploring "sleeper organizations and individuals."
