The Rio de Janeiro State Lottery (Loterj) reopened the accreditation of betting companies in its state registry, after weeks of legal battle that even led to the temporary block of more than a hundred online betting houses that are not registered locally, as reported by the local media Globo Online.
Accreditation will be open for 15 days and will follow the same conditions established in 2023, when Loterj created a series of rules to regulate betting, even for those operating in other states.
Since then, the following bets have been registered in Loterj: Apostau RJ, Bestbet, Caesars Sportsbook/BiG Brazil, MarjoSports, Rio Jogo, and Pixbet. With the local registration, Loterj obtained in July a judicial decision for the National Telecommunications Agency (Anatel) to block 115 online betting houses in Rio that were not accredited, which generated complaints from some operators, who claimed that they could not block bets only in the State of Rio.
In mid-August, however, the Court suspended the block, justifying the decision based on an ordinance from the Ministry of Finance that allows bets to adapt to the regulation until December 31 of this year.
Now, according to the Rio government, Loterj is reopening accreditation due to the "high demand" from betting houses. The value of the grant paid by the bets is R$ 5m (USD 1m), valid for five years, plus a variable grant that equals 5 percent of the Gross Gaming Revenue.
At the end of August, Loterj published a notice of accreditation for the hiring of a legal entity specialized to operate the numerical prediction lottery modality. The notice includes: product creation, printing, storage, distribution, marketing, televised drawing, validation and payment of prizes, as well as preparation, proposal, guidance, and execution of advertising campaigns.
National or foreign legal entities that carry out activities compatible with the object to be contracted, individually or in consortium to explore the lottery modality, in physical media and/or e-commerce, may participate in the accreditation. The accreditation period will be 10 years from the date of publication of the Accreditation Term extract in the Official Gazette of the State of Rio de Janeiro, and may be terminated early for the causes or conditions established in the notice.

The accredited companies will pay Loterj a variable grant of 5 percent on the GGR monthly. In addition, the accredited entity must maintain in favor of Loterj, as a guarantee of faithful fulfillment of contractual obligations and throughout the term of the accreditation, a performance guarantee corresponding to 1 percent of the estimated value of the accreditation for one year.
