On September 6, with the strong assistance of the Chinese Embassy in Cambodia, the China-Cambodia Law Enforcement Cooperation Coordination Office, and Cambodian law enforcement agencies, the Ministry of Public Security's "Operation Fox Hunt" team extradited 5 suspects who provided financial transfer support to telecom network fraud gangs, back to China from Cambodia.
It is understood that since June 2023, the suspects, including Qin and four others, have been recruiting part-time workers and processing loans in Cambodia. They attracted over a hundred people from China online, and after transferring money through card swiping, they bought virtual currencies to launder and transfer money for upstream telecom network fraud crimes, illegally profiting from these activities. In September 2023, the Jiading District Public Security Bureau of Shanghai initiated a legal investigation against Qin and others.
According to reports, to evade the pursuit of the public security organs, Qin and others continuously changed their residences within Cambodia. In response, the Ministry of Public Security's "Operation Fox Hunt" office increased its guidance, and the Shanghai public security authorities notified the Cambodian law enforcement agencies about Qin and others through international police cooperation channels, and requested their extradition. In June this year, the Cambodian law enforcement authorities successfully captured these 5 suspects and then decided to deport them back to China. On September 6, the "Operation Fox Hunt" team of the Ministry of Public Security extradited Qin and the others back to China. The case is currently under further investigation.
A responsible official from the Ministry of Public Security's "Operation Fox Hunt" office stated that being overseas does not place one beyond the law. The Chinese public security organs will continue to deepen international law enforcement and judicial cooperation, persistently carry out overseas fugitive repatriation and asset recovery, and effectively safeguard the socialist market economic order and the legitimate rights and interests of the people.
