Spain.- The 12th edition of the Andalusian Expo Congress of Torremolinos, which will take place on September 18 and 19 at the Exhibition and Congress Palace, has defined its program of activities. The event is organized by the Andalusian Federation of Associations of Recreational Machines, Halls and Leisure (ANMARE), the Andalusian Association of Marketers and Distributors of Recreational Machines (ACODISA) and the Andalusian Association of Game Rooms, Recreational and Leisure (ANDESA).

The presidents of the business associations ANMARE, ACODISA, and ANDESA, organizers of the Expo Congress of Torremolinos, accompanied by the Secretary General of Finance of the Junta de Andalucía, Manuel Vázquez Martín, will officially inaugurate the event at 11 AM. Afterwards, a promotional video of ICE Barcelona 2025 will be presented.

The goal of the meeting is to bring together manufacturers, distributors, operators, and other workers from the sector across Spain. Representatives from various regional administrations, such as the Junta de Andalucía, will also be present. The proposal combines a commercial aspect, and the reflective and documentary with the intervention of personalities related to the sector.

During the first day, a round table will be presented on the current situation, legislative measures, and actions for the present and future of the sector. Francisco Pérez Fresquet, an economist, doctor in business management and society of knowledge and president of the Talent Management and Development Commission of the CEA, will moderate the meeting. Representatives from the Administrations of Andalusia, Basque Country, Castile and León, Catalonia, Valencian Community, Community of Madrid, Canary Islands, and Extremadura will participate.

The first day of the exhibition will begin with a lecture by journalist Vicente Vallés. The presenter of Antena 3TV News will delve into the political, social, and economic situation in the current environment of the country under the title 'Politics, Economy, and Media in times of tension and polarization'.

The official closing of the ExpoCongress will be led by the Director General of Taxes, Financing, Financial Relations with Local Corporations and Gaming of the Junta de Andalucía, Jesús Ignacio Pérez Aguilera.

A report from the Office of the Inspector General highlighted deficiencies in the printing of tickets, handling of duplicates, destruction of tickets, handling of security paper, failures in physical access control and authentication of the printer used.

Puerto Rico.- The Office of the Inspector General of Puerto Rico (OIG) published a report on the deficiencies found in the internal controls implemented by the Puerto Rico Lottery in the printing of Traditional Lottery tickets.

The report highlighted deficiencies in the printing of tickets, handling of duplicates, destruction of tickets, handling of security paper, failures in physical access control and authentication of the printer used.

The OIG issued an Order demanding prompt corrective action to the situations noted in the report. This measure requires the Lottery to rapidly implement controls to remedy the identified failures.

The analysis, which covered the period from January 1, 2021, to May 16, 2024, was conducted following a referral from the Office of the Comptroller of Puerto Rico, and due to deficiencies noted by the OIG auditors as part of the lottery draw observation processes.

The OIG identified that the operators of the lottery ticket printer often ignored proper procedures to resume printing after an interruption, resulting in the duplication of tickets. Inadequate management was also observed in the destruction of discarded tickets, increasing the risk of duplicated or defective tickets circulating. Additionally, it was revealed that, during the examination period, the Lottery conducted 135 draws, and in 63 of them (47 percent) duplicated tickets were detected. Of the 111 duplicated tickets presented for payment, 18 turned out to be winners or had a refund.

In a test conducted in the Payments Section, irregularities were discovered in the processes for paying winning tickets. Furthermore, failures were detected in the implementation of effective controls during the printing and preparation of tickets, increasing the risk of errors. The lack of a proper record of maintenance work on the printer, as well as the absence of formalized quality controls, resulted in the incorrect printing of thousands of tickets.

The examination also revealed that there was no adequate inventory for handling security paper, facilitating its misuse. During a test in the Payments Section, fractions of counterfeit tickets were accepted as original, demonstrating the urgent need to improve mechanisms for identifying counterfeit tickets.

Another significant finding was that the ticket printer lacked adequate authentication controls, allowing unauthorized use and lack of tracking of user activities. The OIG also identified significant failures in access control to critical areas of the Lottery. People with continuous access to these areas did not belong to the direct staff of the sections, and it was found that gates and vaults were often open or poorly secured, increasing the risk of improper manipulations and unauthorized access.
