On September 12 local time, the Department of Justice (DOJ) of the Philippines recommended charges against two employees of the Philippine offshore gaming operator (POGO) Lucky South 99, located in Porac, Pampanga province.
According to a 14-page resolution, the panel of prosecutors suggested charging one of the defendants with human trafficking and the other with kidnapping. These recommendations stem from complaints filed by two Chinese citizens in July. One complainant claimed that after arriving in the Philippines in October 2019, he was forced to work as a chef at Lucky South 99 and was subjected to torture. Another complainant stated that he was kidnapped in June and taken to the gaming center, where he was tortured because his wife refused to pay a ransom of 300,000 pesos, and he managed to escape while kidnapped.
The Department of Justice stated that there is reasonable preliminary evidence for the conviction of these two Chinese citizens. Lucky South 99 was raided in June, and over 150 foreigners were rescued. Human trafficking complaints have been filed against the company's authorized representative Cassandra Li Ong and other personnel.
