Philippine Senator Sherwin Gatchalian revealed that former Bamban Mayor Alice Guo had only paid about 20,000 pesos in taxes to the Bureau of Internal Revenue (BIR) before she became a local official.
As the chairman of the Senate Tax Committee, Gatchalian pointed out that from 2017 to 2024, Guo's bank accounts had accumulated up to 1.9 billion pesos. He questioned the source of these funds, stating that Guo's companies did not generate such substantial income.
Gatchalian said: "We checked her tax returns and looked at her companies, and her companies did not make that much money."
According to records, Guo had only filed two tax returns before becoming mayor, paying about 20,000 pesos in taxes. Gatchalian further pointed out that Guo had no legal source of income, indicating that her earnings were illegitimate. According to the senator, these incomes mainly came from financiers, POGO (Philippine Offshore Gaming Operators) operators, and money launderers.
A similar situation occurred with QJJ Farms, which saw up to 5 billion pesos flow into its accounts from 2018 to 2024, despite the company being unprofitable. Gatchalian noted that Guo's operational model appeared to be unprofitable businesses on the surface, but behind them were illegal incomes used to establish POGO centers.
As more details about Guo's alleged criminal activities were revealed, she fled the Philippines, but was successfully arrested and deported back by Indonesian authorities. However, when facing the senators, Guo remained silent, claiming she was unaware of the situation, invoking her right against self-incrimination, or even mentioning death threats.
Nevertheless, Gatchalian stated that even if Guo remained silent, the existing evidence was very compelling. He said: "Even if she does not speak, we will show the facts revealed by the evidence."
