The Secretary of Awards and Betting confirmed that the plan will have three stages. Additionally, he explained that the ordinance to ban sites that did not request authorization is part of this global approach to prevent the proliferation of illegal operators.
Brazil.- The head of the Secretary of Awards and Betting (SPA), Regis Dudena, stated that the Brazilian government is preparing three awareness campaigns to alert players about online betting.
The first, scheduled for October, will be the publication of the list of companies that will be able to operate in the country and by default, expose those that do not have authorization to operate.
The second plan, more comprehensive, will involve the participation of the Ministry of Health and will consist of alerting about indebtedness and the effect of gambling on people's health. It will be an advertising campaign that will state that betting is entertainment and not a way to get rich or earn money.
The third campaign will begin in January 2025, with the publication of the list of companies that received definitive authorization to provide the service in the country, once the deadline set by Law 14.790 expires. In addition, starting in January, companies will have to send daily reports to the Ministry of Finance about the profiles of the players, the income, the value, and the frequency of the bets. They will also have to report if they have the service of an "influencer", the terms of the contract, and the compensation.

The government has already started the process of regulating betting that had given until August 20 for interested parties to submit their accreditation application. Currently, applications from 113 companies are being analyzed. The deadline to grant the final authorization ends at the end of this year, but the Ministry of Finance anticipated and published this Tuesday an ordinance to publish the list of companies considered legal. Anyone not on this list will be prohibited from providing the service starting October 1.
According to Dudena, the government anticipated because in the regulatory process it identified a group of companies that use betting to exploit bettors and commit crimes. «We began to see a separation between two groups: a group of betting companies that want to operate legally in Brazil and another group that began to use betting to commit fraud, exploit bettors, and even commit crimes. The ordinance tries to separate who these companies are from the first moment», explained Dudena who affirmed that the decision had the endorsement of the presidency of the republic.
In the coming days, companies that requested authorization must report if they operate with brands and on which websites. Starting in January, they must use the domain "bet.br".
The secretary admitted that the deadline to identify illegal companies is short, but that the task will be carried out in conjunction with security forces, such as the Federal Police and the National Telecommunications Agency. The plan foresees the use of intelligence and all available technological tools.
