On September 19, Guo Huaping stated that when she was elected mayor in the 2022 elections, she and her father received congratulations through a Chinese newspaper. At the hearing, Congressman Gerville Luistro displayed a photo of a printed material written in Chinese, showing Guo Huaping's photo and her name.
Guo Huaping said: "Your Honor, I believe it was a newspaper from the Chinese community congratulating my father. My father is Chinese." When asked why only her father was congratulated, she added: "I guess because he is Chinese, so he was congratulated through such a Chinese newspaper." However, Guo stated that she believes she also received congratulations from the Chinese community, as her name also appeared in the newspaper.
However, she emphasized and told Congressman David ''Jay-jay'' Suarez from the second district of Quezon that it would be best to find a translator to explain the true meaning of the material. She also said that she was not the publisher of the newspaper and was not particularly clear about the specific content and meaning of the newspaper: "Your Honor, I am not very clear about what is written. I think we better find a translator. Since my name is also there, my understanding is that they are congratulating both me and my father."
Congressman Luistro stated that she had consulted some people who know how to read the Chinese characters on the newspaper. "According to them, the exact translation of these characters is: 'Congratulations to the first Chinese mayor of Banban City, Alice Guo,'" the congressman added, saying that this poster came from a businessman from Fujian province in Manila.
Luistro also displayed a photo of a child in uniform, who looked very much like Guo Huaping. However, the former mayor refused to confirm whether she was the child in the photo. When she was asked to confirm whether she was the person on the Chinese passport photo, she also invoked her right to refuse to incriminate herself.
Luistro stated that the passport showed that Guo Huaping's mother was also from Fujian. Therefore, she believed that all documents were sufficient to prove that Guo was indeed of Chinese nationality, stating: "I understand that the right to run for public office is a privilege exclusive to Filipino citizens. I also hope to clarify that this right should be handled by law, as it relates to issues of national security and interest."
At the meeting that day, Guo Huaping was accused of contempt of Congress for allegedly refusing to answer the congressman's questions truthfully and repeatedly invoking her right to refuse to incriminate herself.
