The Pasig Regional Trial Court (RTC) has ordered the transfer of former Mayor Alice Guo of Banban City, Tarlac Province, from the Philippine National Police (PNP) detention center in Quezon City to the women's dormitory in Pasig City Jail, in connection with her alleged involvement in a human trafficking case.
Judge Annielyn Cabelis of Branch 167 of the Pasig RTC, in a four-page order, stated that the court finds grounds to proceed with the trial against Guo and her co-defendants.
Guo's co-defendants include Zhiyang Huang, Rachel Jon Marlonzo Carreon, Ruijin Zhang, Baoying Lin, Zhengcan Yu, Dennis Laxson Kunanan, Jemilin Santos Cruz, Roderick Paul Bernardo Prudente, Juan Miguel Alpas, Merry Joy Manalo Castro, Rita Sapnu Iturralde, Roynagan Gonzales Evangelista, Thelma Barrogo Laranan, Maybelline Requiro Millo (also known as Shana Yi), and Walter Wong Long.
This Malaysian, currently detained in Tarlac Province Jail, was one of the suspects arrested during a raid at a Philippine offshore gaming operator center in Banban, Tarlac, in March this year.
They are also accused of violating the Anti-Trafficking in Persons Act.
The order states that the defendants "are not entitled to bail, as the charges against them are non-bailable."
The Pasig Court has scheduled a video conference for the arraignment and pre-trial of Guo and Walter Wong Long on September 27 at 8:30 AM.
After her corruption case is heard at Branch 95 of the Valenzuela City Regional Trial Court, Ms. Guo will be returned to the PNP detention center at Camp Crame, and her transfer is currently being arranged.
The Philippine National Police is prepared for the transfer of Alice Guo
Meanwhile, the Philippine National Police (PNP) stated that it has received the court's order regarding the transfer of Alice Guo.
"We will comply with the court's order. We are also awaiting today's decision from the Valenzuela court during the arraignment and pre-trial to see if a detention order will be issued for her case in Valenzuela. However, since the Pasig RTC has already issued the order, we will comply with it," said Colonel Jean Fajardo, PNP spokesperson, at a press conference held at Camp Crame in Quezon City.
Last week, due to lack of jurisdiction under Republic Act 10660 (The Sandiganbayan's Functions and Structural Organization), Guo's corruption case was transferred from the lower court in Capas, Tarlac to the Valenzuela RTC.
Fajardo stated that once Guo is transferred to the Pasig City Jail women's dormitory, the Bureau of Corrections will take her whenever she attends hearings at the Senate or the House of Representatives.
However, she noted that if needed, the Philippine National Police is prepared to deploy more personnel to transport the dismissed mayor.
