Federal Deputy Júlio Oliveira introduced in the Chamber the Bill 3610/2024, which proposes the allocation of 10% of gaming taxes to create a fund to combat the effects of climate change. The collected money would be managed by the Ministry of the Environment in coordination with state and municipal governments. The transfer would occur monthly according to the collected amounts.
In his justification, Júlio Oliveira (PP-TO) points out that 2024 highlighted the severity of the climate crisis faced by Brazil and that so far more than 184,000 forest fire outbreaks have been recorded.
For him, the creation of a fund with resources from gaming taxes will represent a stable and sustainable source of financing for climate actions.
According to the proposal presented, it becomes mandatory to allocate 10% of the taxes collected from sports betting, online casinos, and other regulated online bets in Brazil to create a special fund aimed at combating the effects of climate change.
The fund would be managed by the Ministry of the Environment in coordination with state and municipal governments, through the creation of a management council with equal participation and voting rights, for the execution of actions to prevent and combat climate disasters. Among them, forest fires, floods, droughts, and landslides.
The transfer would be carried out monthly according to the amounts collected from the taxes of regulated online bets and its use would be subject to supervision by competent bodies, with transparency and accountability to the Federal Court of Accounts.
Bill 3610/2024 awaits dispatch from the presidency of the Chamber of Deputies to begin its proceedings in the house.
