Brazil.- Federal Deputy Júlio Oliveira introduced a Bill, which proposes to allocate 10 percent of gambling taxes to the creation of a fund to combat the effects of climate change. The collected money would be managed by the Ministry of the Environment in conjunction with state and municipal governments.
In his justification, Júlio Oliveira pointed out that the year 2024 highlighted the severity of the climate crisis facing Brazil and that to date, more than 184,000 forest fires have been recorded. For this reason, the creation of a fund with resources from gambling taxes would represent, according to him, a stable and sustainable source of financing for climate actions.
The presented proposal specifies that it would be mandatory to allocate 10 percent of the taxes collected from sports betting, online casinos, and other such regulated bets in Brazil to the creation of a special fund aimed at combating the effects of climate change.
The fund would be managed by the Ministry of the Environment in conjunction with state and municipal governments, through the creation of a management council with equal participation and voting, to carry out actions to prevent and combat climate-related disasters. These include forest fires, floods, droughts, and landslides.

The transfer would be carried out monthly according to the amounts collected by taxes from regulated online betting and its use would be subject to the supervision of the competent bodies, with transparency and accountability before the Federal Court of Accounts.
