The agency formalized a criminal complaint and promoted a precautionary measure to stop these websites from operating in the province.
Argentina.- The State Prosecutor's Office of the province of San Luis turned to the Justice to have internet providers operating in the province block illegal gambling sites. Specifically, the total number of companies operating outside the law and included in the state agency's complaint rises to 42.
The presentation sponsored by the State Prosecutor, Víctor Endeiza is directed at those responsible for exploiting, managing, operating, or in any way organizing, by themselves or through third parties, any form or system of capturing gambling games without having the permission of the Social Fund which is the enforcing authority.
The complaint points out that the role of these sites "exposes the security of the bettors, since it lacks any legal backing to guarantee safety and transparency to the people who participate in the activities they propose".
“The common element to the individualized sites is the absence of the corresponding authorization granted by the competent authority (Social Fund). It is this circumstance, which turns the game into illegal gambling, configuring the typical aspects of the figure of article 301 bis of the Penal Code”, the prosecution argued.
For the purposes of implementing the measure, writs were requested from the providers to proceed with the effective blockade. "Such measures are imposed as a necessary resource to prevent the act from perpetuating over time in view of the fact that, the attributed conduct specifically harms the interests of society and the assets of the state administration", asserts the complaint.
The Government is backed by Law No. V-0866-2013 which regulates the exploitation of gambling within the territory of San Luis with the aim of it being carried out responsibly and controlled. There, the requirements that betting houses must meet are established. It is the Social and Financial Fund that is in charge of the management, administration, commercialization, supervision, and exploitation of the officialized gambling games. It is the authority of application of the norms.
For his part, the director of the Social Fund of San Luis, Héctor Mazzina explained the work they carry out in terms of prevention and how they intend to take firm steps in the fight against the problem.
“On these websites, it is very easy not to comply with the norms, to defraud, all allow the entry of minors and there are requirements that we have to authorize. Obviously, there is another front with the providers, it is useless to denounce if later we have problems if they continue providing”, he said in statements to the local media El Chorrillero.

For the official, it is a very complex phenomenon that involves precise interdisciplinary actions: “The interministerial commission involves Finance, Education, Health, and Security. Everyone has some area related to addictions. We have permanent campaigns because the problem is much more complicated than just entering to play”.
